dc.description.abstract | In this paper we model tariff policy as the outcome of a process in which governments act strategically and are assumed to choose their tariffs based on one of several possible political objectives. By doing this we can analyze an aspect of tariff determination largely ignored by theoretical trade models--uncertainty on the part of a government as to the policy (or objective, for that matter) of foreign governments. | en_US |
