dc.description.abstractJust before Congress voted in 2002 on whether to authorize the use of force in Iraq, Congressman John Dingell returned to his constituency to listen to input. I was asked to speak on behalf of the university. The audience was filled with Iraqis who supported an invasion. My position was resistant and cautious. I praised the policies of Bush and Baker during the Gulf War as a better model for decision making.en_US
