dc.description.abstract | The shortage of capital has always been viewed as one of the crucial bottlenecks in the process of economic development--although recently the emphasis seems to have shifted to the shortage of skilled manpower as the critical area. Whether capital is defined to include only physical capital or also human capital (i.e. training, education, and health) capital formation still constitutes the cornerstone of the theory of, and plans for, economic development. Almost by definition, underdeveloped countries are short on capital. And the way to remedy this shortage is through capital formation. Section I considers how labor mobilization fits into capital formation. Section II presents an overview of the employment situation and labor mobilization in Morocco. Section III contains a brief outline of the work. | en_US |
