This paper attempts to develop some techniques which may be useful in health planning. Ministries of Public Health are allotted substantial sums of money in the budgetary process, and it is obviously desirable to determine how these funds might be spent to best advantage. Should less emphasis be placed on curative activities and more on the prevention of disease? Should less effort be devoted towards the training of highly skilled physicians and more to the development of a paramedical corps? These and other health planning questions are explored in the context of the public health system which has evolved in Morocco.en_US
