Tax exemption in its various guises has been used in many underdeveloped countries to stimulate industrial expansion. Despite this accumulated experience, much disagreement still exists about its effectiveness. In this paper, the operation of Colombian tax exemptions during the period 1960-1966 will be examined in an effort to add empirical evidence to the debate. The basic question here is, to what extent have Colombia's tax exemptions encouraged firms to enter (or to expand in) areas of industry they otherwise would not have chosen.en_US
