Prescriptions for the economic orientation of the new Zimbabwe tend to stress either "reformist" or "radical" approaches. This paper sets out the main issues dividing "reformers" from "radicals," which are: (1) whether a modern-sector orientation is capable of improving the economic welfare of the poor majority; (2) whether agricultural development should be primarily based on individual ownerships; (3) whether final demand should have more or less its present composition or should be substantially changed in favor of a "basic needs" - oriented output; (4) whether the economy should retain its present degree of openness; (5) whether the state can and should be the main agent in the development process. The paper accesses the main arguments on both sides of these issues.en_US
