dc.description | The challenge under consideration in these presentations is how best to renovate the structures of the present global system for the protection of refugees. The specific focus of our inquiry is to analyze the value and viability of shifting to a more managed system of protection under which protection burdens and responsibilities are shared-out among states in a manner that dependably promotes respect for refugee rights. | en_US |
dc.description.abstract | Goal: Create a body capable of monitoring compliance with the new burden/responsibility sharing protocol by conducting reviews and thereby providing an objective metric upon which to base ex-post incentives. An independent “Responsibility Sharing Commission” (RSC) will be established to conduct annual reviews of state performance. The RSC will comprise up to 5 states with a minimum floor of compliance to be eligible. The RSC will develop a strategic partnership with the Refugee Response Index (RRI) in order to facilitate its annual reviews. Indicators: How a state engaged with the trading market and whether it ultimately honored its allocation; the extent to which a state recognizes refugees and afforded refugees the rights to which they are entitled; use of funds. Ex-post incentives and disincentives: Priority for aid funding from actors such as World Bank; preferential economic trade agreements; designations and shaming; eligibility for a seat on the RSC; exclusion from quota trading next round. | en_US |
