A solution is given for the problem of an elastic layer pressed against an elastic half-plane and subjected to a tangential force varying periodically in time. A loading cycle which initially causes localized slip is followed through unloading and reloading. A limiting load is established below which the steady state of the interface does not involve slip.en_US
