The localization of an oscillator in a dissipative environment may be characterized by its mean square displacement. In the case of a general heat bath, we write down an expression for this quantity as an integral involving the imaginary part of the generalized susceptibility. This integral is evaluated explicitly in the case of both Ohmic and blackbody radiation heat baths, leading us to the conclusion that localization is enhanced by an increase of dissipation or oscillator fequency (binding) and by a decrease in temperature.en_US
