We have formulated particle-hole states by coupling in J and T eigenfunctions resulting from diagonalization of (sd)n1 and pn2. A central particle-hole interaction is assumed and the results for the negative parity levels with A = 16-19 mostly compare well with experiment. In particular it is important to include three hole states in 17O. The structure of the positive parity levels in mass-18 is discussed.en_US
